The deal known as DevoManc had been across the headlines this week. It looks like the delegated budget for a greater Manchester area has been on the cards for a while and now its public. 

It's a bold move, a single budget for all the areas health and social care need. 

There will be huge tensions to manage. Prevention versus end of life, Social versus Primary care.

Advocates will tell me that the framing of such tensions as either or is wrong, and that we are all in this together.

However as long as there are different organisations each with different obligations to their masters there will be tensions. 

Whether there could ever be one organisation that flexed and drifted with the population I don't know.

it's going to be interesting trying though.
